In order to supply all property owners with information on Hays County
regulations and Lost Springs Ranch POA and LSR guidelines, the following

Summary of Hays County Fire Marshal Rules for Outdoor Burning
- Burning shall not begin when the wind speed is greater than 15 m.p.h.
- The initiation of burning shall commence no earlier than one hour
after sunrise. Burning shall be completed on the same day not later
than one hour before sunset.
- All outdoor burning shall be supervised at all times under controlled
conditions. Citizen’s responsible for controlled burns shall have
the means to control/extinguish the burn.
- Violations of Fire Marshal’s regulations shall be punishable
as a Class C misdemeanor with a minimum fine of $25.00 and not more
than a $500. fine.
Swimming Pool Rules
- Hours — 6 a.m. to 10 p.m.
- Pool/Pavilion use is restricted to Lost Sprigs Ranch property owner
and their guests.
- Guests must be accompanied by property owner at all times.
- Members 13- to 18-years-old are limited to 2 guests at all times.
- Children under 13-years-old must be accompanied by an adult or legal
guardian who is 18-years-old or older.
- No:
- Eating or drinking in pool
- Smoking within fenced area
- Glass containers within fenced area
- Pets within fenced area, nor within 20 feet of fenced area, even
on leash
- Running or rough play
- Rollerblades, skateboards, bikes, etc.
- Foul language
- Trash must be disposed of in proper containers.
- All radios, etc. to be maintained at a volume not offensive to others.
- Appropriate swimwear only — no cutoffs.
- Any person having an infectious or communicable disease is prohibited
from using the pool.
- Non-potty-trained children must wear plastic watertight pants when
using the pool.
- Any property owner or guest is subject to removal from the property
if found violating any pool rules. Report improper conduct or rule violation
to any board member.
- Association not responsible for lost, stolen or damaged personal property.
- On Tuesdays and Thursdays, pool can be reserved for exclusive use
for a 3-hour period. The fee is $35. Contact Susan at 512-847-0188 for
a reservation.
- No climbing on waterfalls or fence.
- No lifeguard on duty. Swim at your own risk. No diving.
- For safety, no one should swim alone.
For the safety of all property owners and guests, please refrain from
bringing glass containers into the pool/pavilion area per the posted pool
rules and state regulations. We risk being fined and/or having further
action taken by the state if an injury occurs or if glass is found within
the fenced area during an inspection.
Summary of Hays County Animal Control Ordinance
- When the owner of a dog running at large is determined and can be
located, the dog shall be returned to its owner and the owner shall
be cited for violation of the ordinance that requires all dogs to be
contained on the owner’s property.
- All dogs are to be on a leash or in the hands/arms of the owner or
on the owner’s private property or under the control of the owner
by verbal commands while on private property.
- Property owners should call Hays County Animal Control at 512-393-7896
to report any dogs running at large.
Guidelines for the payment of Lost Springs Property Owner’s
Association Dues
The annual property owners dues for the current year are due for payment
on January 1st of each calendar year. The dues become delinquent if not
paid within 30 days of January 1st . If not paid by January 31st , the
balance due will bear interest at the rate of 18% from January 1st. The
annual dues are $400 for each lot. The POA relies on the payment of the
dues for the expenses of the subdivision and encourages everyone to pay
promptly.
Guidelines for the handling of the payment of water bills
- Water meters are read at the end of each month.
- Water bills are sent out by the 5th of each month.
- Water bills are due on the 21st of the month or the first workday
after the 21st.
- If payment is not received in the prescribed time frame, a late notice
will be mailed to the property owner.
- A late fee of $10.00 or 10% of the current water bill is applied,
whichever is greater.
- Approximately 10 days after a late notice is mailed, a disconnect
notice and a notice of overdue water bill will be mailed to the property
owner.
- If payment is not received within 12 days of the late notice, water
service will be disconnected.
- A $50.00 reconnect fee is added and water service will not be restored
until overdue water bill, late fee and reconnect charge are paid.
Water service will be restored within 24 hours of payment.
- Payments:
- No cash payment is accepted
- Money orders and cashier checks are accepted
- Personal checks are accepted. No postdated or 3rd party checks are
accepted
- Partial payments will be credited, but will not prevent late fee
and reconnect fees from being accessed if balance is not received
on time.
- Non sufficient fund checks will result in a $25.00 charge to the
property owner.
- Any overpayments will be credited to the property owner’s
account.
- All payments must be made by mail. Payments cannot be accepted at
the Lost Springs Ranch bookkeeper’s office.
